A bill we proudly sponsor with the CalChamber, SB 1451 (Hill & Roth), would Substantially Reduce Costs and Delays in the CEQA Process, by limiting the use of the “document dumping” tactic in CEQA cases, while also protecting the public’s right to participate.  Late hit document dumping is where project opponents seek to intentionally delay project approvals by submitting lengthy, detailed comment letters and extensive documentation on the day of the public hearing. The bill passed the Senate Environmental Quality Committee on a bare minimum 4 to 1 vote over the vocal opposition of Environmental Groups.  The bill next moves to the Assembly Judiciary Committee.
