The much ballyhooed Greenhouse Gas measure, SB 32 (Pavley; D-Agoura Hills), was taken up this week along with a companion measure and surprisingly passed both houses of the Legislature and sent to the Governor in a likity-split like quickness not often seen. The bill, identified as a job killer by the California Chamber of Commerce, and opposed by a huge coalition of industry and business groups mandates a reduction in greenhouse gas (GHG) emissions to 40% below 1990 levels by 2030 – furthering the AB 32 mandate that required a 20% reduction by 2020.  Since the cost of energy is our industry’s number one line item, we have been very concerned that these policies are moving too aggressively and artificially driving up operating costs for our tenants.

Both SB 32 and AB 197 ultimately passed with a wide margin of Democrat votes with all but one Republican voting “no.”  The Governor has stated he is looking forward to signing both measures.
